"> 8月30日上午，国际民航组织（简称“ICAO”）国际航空保安公约外交大会（Diplomatic Conference on Aviation Security）在北京隆重开幕。国务院副总理张德江、中国民用航空局（Civil Aviation Administration of China，简称“民航局”）局长李家祥、北京市副市长黄卫、ICAO理事会主席高贝出席了大会开幕式并致辞。开幕式由ICAO理事会主席高贝主持。国务院副秘书长肖亚庆，民航局副局长夏兴华以及民航局相关司局负责人，ICAO法律和对外关系局局长韦博等出席会议。</p><p style="padding-top: 0px; "> 此次会议会期为8月30日至9月10日。来自近百个国家和组织的300多名代表以及ICAO的高级官员参加了开幕式。会议期间，会有更多的代表及ICAO官员云集北京，商讨并审议1971年《蒙特利尔公约》、1970年《海牙公约》等相关航空保安公约的修订文本。据悉，此次外交大会是新中国民航成立60年来第一次承办的以法律为主题的国际性会议，对于提升我国在国际航空运输业内的影响，尤其是在国际航空法律界的影响，具有深远的意义。</p><p style="padding-top: 0px; "> 自1963年以来，ICAO在航空保安领域做出开拓性努力，率先制订了五项国际公约或议定书，得到世界各国的普遍接受。但随着时间的推移，某些法律文书已显陈旧，难以适应当前全球反恐形势的需要。因此，ICAO决定对《海牙公约》和《蒙特利尔公约》重新进行审议和修订，修订草案于2009年9月在广泛的领域达成共识。此次在京举行的外交大会就是ICAO通过多边性国际条约的最终程序。会议通过并由各国全权代表签字的条约须经各国批准后方能生效。</p><p style="padding-top: 0px; "> 改革开放以来，我国航空运输业取得长足发展。自2005年开始，我国已成为仅次于美国的航空运输大国，目前正开始向航空运输强国迈进。2004年，中国被选举为ICAO一类理事国，2007年连任。民航局历来十分重视航空安全，大力支持ICAO所开展的各项立法。本次国际航空保安公约外交大会，正是民航局加强国际航空领域交流与合作，推动国际航空法律体系完善这一良好愿望的体现。</p></span></p><p style="padding-top: 0px;
