Later he obtained a doctorate degree in management science from Nanjing Aerospace University. During 1988-1992, he worked at the department of Airport Management in Beijing Capital International Airport. In 1992, he transferred to the Civil Aviation Administration of China. He served successively as a deputy director, director and in 2004 he worked as the deputy director of the Planning & Development Department. The rate of incidents per 10 000 flight was 0.68, 0.1 down year-on-year. 2006年全行业平均航班正常率81.48%,比上年下降0.51个百分点。其中国内航班正常率81.27%,比上年下降0.67个百分点;国际航班正常率84.27%,比上年提高0.44个百分点。 In 2006, the average rate of flight regularity was 81.48%, 0.51 percentage point down year-on-year. The flight regularity rate of domestic flights was 81.27%, 0.67 percentage point down year-on-year. The total investment 140 billion yuan. 航班机场总数从2005年末的142个增加到2010年末的约190个。 Number of airports serving scheduled flights will increase from 142 by the end of 2005 to about 190 by the end of 2010. 24 民航机队发展 Transportation Fleet Expansion 机队结构得到明显改善,适当提高大座级飞机的比重,适应主要干线客流量增大的要求。 The transportation fleet structure will be improved with larger proportion of wide-body airplanes, so as to meet the requirements imposed by increasing trunk route traffic. 大力支持发展货运和支线航空,根据需要配置货机和支线飞机。 Great efforts will go to air cargo and regional air transport.
