AIRPLANE GENERAL
1. SFAR 92-4 Enhanced Flight Deck Door: Could you give me the information if compliance to Phase I and II door is required for US domestic and US mainland overflight only? Is US international waters operation OK without door compliance? Bahamas? San Juan?
<ANSWER> FAR 129.28 requires the Enhanced Flight Deck Door for foreign-registered airlines operating in US airspace.
2. Enhanced Flight Deck Security Door: We operate a 757 under Part 91 FARs. Where does it say in the SFAR 92 that Part 91 aircraft are affected by this SFAR?
<ANSWER> The following was extracted from SFAR 92-4 "Applicability: This Special Federal Aviation Regulation (SFAR) applies to all operators that hold an air carrier certificate or operating certificate issued under 14 CFR part 119 and that conduct operations under this part 121 and to operators of U.S. registered transport category aircraft operated under 14 CFR part 129, except paragraph 5 of this SFAR does not apply to cargo operations and 14 CFR part 129 operations. It applies to the operators specified in this SFAR that modify airplanes to improve the flightcrew compartment door installations to restrict the unwanted entry of persons into the flightcrew compartment. This SFAR also applies to production certificate holders applicants for airworthiness certificates for airplanes to be operated by operators specified in this SFAR, and producers of parts to be used in such modification." The SFAR does not explicitly state that Part 91 or 135 are excluded.
3. FAA Documentation on Lock Fail Procedure: Please provide FAA documentation which indicates that the deadbolt lock need not be used in the event of failure of the automatic door locking system in flight.
<ANSWER> There is no specific FAA documentation regarding use of the deadbolt lock in the event the enhanced flight deck security door’s automatic locking system fails. Boeing recommends operators follow the appropriate LOCK FAIL non-normal checklist found in the Operations Manual. The LOCK FAIL non-normal checklist does not include a requirement to use the dead bolt lock to secure the door in the event of inflight failure of the automatic locking system.
