中国民航总局规划发展司副司长
王志清先生毕业于上海同济大学公路与城市道路专业；后获得南京航空航天大学管理学博士学位。1988-1992年前在北京首都国际机场机场管理处工作，1992年调入中国民航总局，先后担任副处长、处长，2004年任规划发展司副司长。
他长期从事民航发展规划、机场布局及建设规划和民航宏观经济政策的研究和制定工作。
Mr. Wang Zhiqing

Mr.Wang graduated from Shanghai Tongji University and majored in Highway and Urban planning. Later he obtained a doctorate degree in management science from Nanjing Aerospace University. During 1988-1992, he worked at the department of Airport Management in Beijing Capital International Airport. In 1992, he transferred to the Civil Aviation Administration of China. He served successively as a deputy director, director and in 2004 he worked as the deputy director of the Planning & Development Department.
He engaged in the study of civil aviation development planning, airport layout and planning and the research of aviation’s macroeconomic policy.

基础建设得到加强Enhanced Infrastructure ConstructionEnhanced Construction新建（迁建）机场24个，改扩建机场50个，航班机场总数从2000年末的121个增加到2005年末的142个；建成北京、上海、广州三大空管中心，推进中东部地区雷达管制,空管保障能力明显加强。During 2001-2005, 24 airports newly built; 50 airports upgraded; Beijing, Shanghai, Guangzhou Area Control Center (ACC) set up; Radar control were promoted in Eastern and Central China.

2006 年民航发展情况
The Year of 2006
􀀴2006年航空运输继续快速发展，全行业完成运输总周转量306亿吨公里，旅客运输量1.6亿人，货邮运输量349万吨，分别比上年增长17.0％、15.5％和13.9％。
In 2006,the whole world industry carried a total air traffic of 30.6 billion ton-km,160 million passengers, 3.49 million tons of cargo and mail, representing increases of 17.0%, 15.5% and 13.9% than the year previous.
􀀴2006年我国民航旅客周转量高于世界平均增长水平9.8个百分点。
In 2006, the passenger traffic carried by China was higher than the world average growth level by 9.8 percentage points.

The Year of 2006
􀀴2006年全行业没有发生运输飞行事故和空防安全事故。全年发生飞行事故征候117起，事故征候万时率0.35，比上年下降0.05；事故征候万架次率0.68，比上年下降0.03。
There is no transport accident occurred in 2006. 117 incident occurred with the rate of incidents of 0.35 in 10 000 flight hours, 0.05 down year-on-year. The rate of incidents per 10 000 flight was 0.68, 0.1 down year-on-year.
􀀴2006年全行业平均航班正常率81.48％，比上年下降0.51个百分点。其中国内航班正常率81.27％，比上年下降0.67个百分点；国际航班正常率84.27％，比上年提高0.44个百分点。
In 2006, the average rate of flight regularity was 81.48%, 0.51 percentage point down year-on-year. The flight regularity rate of domestic flights was 81.27%, 0.67 percentage point down year-on-year. The flight regularity rate of international flights was 84.27%, 0.44 percentage point up year-on-year.

China’s GDP will quadruple that of 2005, with an annual average growth rate of 7.2%, which will increase the demand for air transport

China’s civil aviation will enjoy a great development potential, and
will keep an annual average growth rate of 11% during 2010-2020

加强机场建设
Airport Construction and Expansion
􀀴未来五年要坚持改造、扩建和新建机场相结合，扩充大型机场，
完善中型机场，增加小型机场。总投资1400亿元。
In the next five years, through modification, upgrade and/or
construction, to expand large airports, and improve medium airports,
in the meantime, increase the number of small ones. The total
investment 140 billion yuan.
􀀴航班机场总数从2005年末的142个增加到2010年末的约190个。
Number of airports serving scheduled flights will increase from 142 by
the end of 2005 to about 190 by the end of 2010.

民航机队发展
Transportation Fleet Expansion
􀀴机队结构得到明显改善，适当提高大座级飞机的比重，适应主要干线客流量增大的要求。
The transportation fleet structure will be improved with larger proportion of wide-body airplanes, so as to meet the requirements imposed by increasing trunk route traffic.
􀀴大力支持发展货运和支线航空，根据需要配置货机和支线飞机。
Great efforts will go to air cargo and regional air transport. New freighter and regional airplanes will join the fleet in accordance with the demands.

加快完善法规和标准体系
Establishment of Regulation and Standard System
􀀴进一步加强安全管理、飞行标准、适航审定、空中交通管理、机场运行和航空保安等法规和标准建设
Further efforts will be put on the enhancement of regulations and standards regarding safety supervision, flight standard, aircraft airworthiness, ATM, airport operation and aviation security etc.
