1.概述: 飞机定型时,要求飞机在飞行中所有所需设备都应工作正常,如果某些设备不工作,而又不符合定型类型的要求或不符合某些营运条例的许可范围,这时则不能进行营运飞行。 根据经验,在飞机的设计中使用了不同层次的设计裕度,当工作的设备已能保证安全飞行的情况下,不一定非要每个系统中的每个部件都必须处于工作正常状态,尽管与要求有所偏离,但也允许飞机进行连续或非间隔性营运飞行。 允许的偏离项目都应列在最低设备清单中《MEL》。 主最低设备放行清单《MMEL》由飞机制造厂家提供,并已经法国民航当局的批准。用户可根据主最低设备放行清单来制定自己公司的最低设备清单,用户在制定最低设备清单时,一定要考虑自己公司飞机上的一些特定设备和使用条例,用户制定的最低设备清单必须提交有关当局进行审批。 用户不能直接把MMEL用做MEL,因为在MMEL中没有考虑如下事项: ——用户所处国家对飞机的使用和营运要求。 ——特定的飞行使用。 ——飞机交货后,用户对飞机设备的增加或改装。 出于简洁,MMEL中不包括: ——明显所需项目,如机翼、方向舵、襟翼、发动机、 起落架等。 ——不影响飞机适航性的项目,如厨房设备,旅客方便 设备等。 不管怎样,与适航性相关的设备以及飞机营运条例所要求的设备,尽管没有列在MEL中,但这些设备每次飞行时都必须工作正常。 注意1:在缺某些结构件的情况下,应按《飞行手册》中的有关规定放行飞机。(第七章,状态偏离放行清单)。 注意2:在某些系统失效的情况下,应按《飞行手册》中的有关规定放行飞机。(第7.02.00章增补部分)。 以警告标牌形式出现的条件和限制,维修程序,机组操作程序以及其它限制条件都应编写在MEL中,以确保飞行安全。 某些项目的故障在排除和修理之前,MEL允许飞机带着某些有故障的设备飞行一定时间,但用户还是应尽早地排除故障和修理。当飞机带着故障飞行时,为了保证安全性和可靠性,MEL中给出了一些限制条件。当飞机具有某种缺陷或故障时,用户应根据MEL中的要求放行飞机,发现某些设备不能正常工作后,应将这些情况填写在维修记录/飞行记录本中(不得晚于下次飞行前),如某些设备故障,用户不能因为MEL中有了某些限制就放松了对飞机在这种情况下运营的安全性考虑。 用户应负责制定某些必要的使用控制来保证安全水平,且评估飞机新的营运、使用范围,同时也要考虑到当飞机带着某些不工作的设备飞行时,其它工作正常的系统和部件也有可能在飞行中出现故障,尽管在MEL中也考虑了不工作项目对飞机使用的影响,但不能完全地把所有这种组合都考虑进去。在多个项目不工作的情况下飞行时,必须考虑这些项目的内在联系,相互影响和机组人员的工作负荷。

A类: 无统一的时间间隔,这些项目应修复: (i) 下次飞行前,或 (ii) 在MMEL第5栏中给出的规定时间内。 时间应从故障记录到维修记录/飞行记录本中计起。 B类: 属于此类的项目应在3个连续日历天内(72小时)修复,不计反映故障的那一天。 C类: 属于此类的项目应在10个连续日历天内(240小时)修复,不计反映故障的那一天。 D类: 无规定的时间间隔限制。 属于此类的项目,用户可根据自己的决定,对项目解除功能。 拆去或安装到飞机上。

注释: 1—第5栏中的*号,表示对不工作的部件或组件应在驾驶舱内挂警告标牌。 2—第5栏中的工作标记(O):机组操作程序要求。 第5栏中的工作标记(m);维修程序要求。 如飞机要带故障项目飞行时,应制定相应的程序并发布。 3—第3和第4栏中的“—”号:装机数量没有确定。 4—放行需要不同的限制条件时,将用1),2),3)……表示。 5—本清单中一些术语的定义: A、-“VMC飞行条件”:大气环境符合本次飞行的目视气象条件。 B、-“结冰情况”:在这种大气环境里飞行时,有可能在飞机或发动机上出现结冰。 C、-“不工作”(失效)(故障):任何时候,只要系统或组件不能完成它应有的功能时,或在其设计限制和容差内不能连惯的发挥它的功能时,该系统或组件就被认为是“不工作”(故障)、(失效)。 D、—“ETOPS”(双发飞机延程飞行):按双发飞机延程飞行要求执行。 E、—“飞行日”24小时(从一个子夜到另一个子夜)内相关的飞机至少有一次飞行。 F、—“跨水域飞行”:指距离最近海岸线水平距离超过50海里的水上飞行。 G、-“货运构型”:指安装货运装置的ATR飞机从事货运飞行,如果是通过STC进行的改装,必须依据STC修改MEL.
