The rate decreased to 2.11 from 1988 to 1997. Chinese civil aviation system provided reliable air transport support, and successfully fulfilled its commitment in very important and urgent missions, such as fighting against natural disaster, successfully hosted Beijing Olympics, etc. 一、中国民航安全现状Current Aviation Safety Status in China May 2009 中国民用航空局 (CAAC) 8 运行与安全数据(Operation & Safety Data) 2008年,全行业实现运输飞行392万小时、186万架次,同比分别增长6.3%和4.8%。运输飞行事故为0;航空保安事故为0;事故征候万时率为0.28。截至2009年4月底,航空运输连续安全飞行达53个月,1518万小时 Year 2008, civil aviation industry accomplished 3.92 million flight hours, 1.86 million flights, increased year-on-year by 6.3% and 4.8%, respectively. Transport flight accident occurrence 0; aviation security accident occurrence 0; incident rate per 10 thousand flight hours 0.28. By April 31, 2009, the industry has maintained a continuous flight safety record of 53 months, or 15.18 million flight hours. 一、中国民航安全现状Current Aviation Safety Status in China May 2009 中国民用航空局 (CAAC) 9 近50年来,中国民航安全水平持续提高,2008年CAAC的每百万飞行小时事故征候率为0.28。达到全球民航发达国家的水平 In last 50 years, aviation safety level of Chinese civil aviation system has been continuously improved. In 2008, 14 serious incidents happened, and most of them were related to runway safety. The major influential factors are: traffic volume, airdrome configuration,change of operating environments, and so on. 二、持续安全面临的现实问题与未来挑战Problems and challenges to continuous aviation safety May 2009 中国民用航空局 (CAAC) 15 (二)地面安全事件突出(Ground Incident Occurrences) 地面事故和事故征候和发动机空中停车是最近几年中国民航安全工作的重点,是需要着力解决的问题。民航局出台了机场运行安全管理规定,规范飞行区车辆、人员运行秩序,完善地面设施设备 Ground accidents and incidents along with in-flight engine failure are the focuses of CAAC’s safety work in recent years, and calls for great efforts to solve it. The training of related personnel must be reinforced, the transport and emergency response procedures mustbe regulated, the violation of regulation must be seriously investigated and punished. In the mean time, CAAC provided training for airlines and airports managers or staffs who take safety responsibilities, as required by related regulations, so as to improve management skills of aviation related personnel.
