通讯失效处置程序：

1.         当判断为某航空器无线电失效时，管制员应在所有该航空器可能守听的频率里，通过指示航空器使用特殊位置识别（SPI）键、改变应答机编码以及无应答机的航空器做机动飞行、让其他航空器帮助呼叫等方法来证实航空器的收信机是否工作正常。

a)         当证实航空器的收信机工作正常，而只是发射机故障时，应指示航空器将应答机编码设定为7600，并按照正常工作程序指挥该航空器尽快落地。

b)        当证实航空器的发射机工作正常，而只是收信机故障时，应根据该航空器二次雷达信息的变化及盲发电报的内容指挥其它航空器避让，直至该航空器落地或飞出本管制区域。同时通报相邻管制单位及空军。

c)        当证实航空器的收发信机全部失效时，应密切观察该航空器二次雷达信息的变化，并指挥其它航空器避让。对于未装载二次雷达应答机的航空器，管制员应认为任何一个不明的雷达回波都可能是无线电失效的航空器，并指挥所有其它航空器避让，直至确信该航空器已经着陆或飞出本管制区域。

2.         当判断为地面电台失效时，管制员应：

a)         立即打开备份电台，调至失效频道及航空器可能转换或守听的包括121.5、114.7等任何管制频率，与航空器再次建立联络。

b)        通报相邻单位包括：

+ j: e) y+ H2 g4 ^& \

相关管制部门、空军以及航空公司签派室，让以转至其波道的航空器在某指定的频率里联系以继续实施指挥。

c)        通知机务人员检查无线电设备。

3.         对于即看不到雷达回波又中断联络的航空器，管制员应记录下该航空器的最后出现或报告的位置及飞行方向，通报其它有雷达的管制部门协助寻找，通报应急指挥室做好搜寻救援准备。
