   英国：hum and haw
Hem指的就是“轻咳声”，后引申为“迟疑，吞吞吐吐”。Haw 和hem 的意思差不多，也指“清嗓子，轻咳”，不过在短语Hem and haw中，haw更侧重于讽刺暗示William Joyce（威廉·乔伊斯，人称“Lord Haw-haw”，二战期间纳粹德国电台的英语广播明星，因效忠希特勒而臭名昭著）。

13. 硬钱/软钱(Hard money/soft money)
分别代表受联邦竞选财务法约束和不受联邦竞选财务法约束的竞选资金。硬钱受法律规定的约束，可用于对竞选结果有影响的活动，也就是为具体候选人作宣传。软钱指不在法律管辖内的资金，只可被用于不对联邦竞选产生影响的活动──如动员选民登记、政党建设、行政费用──以及用于州和地方选举中。

确定选举获胜者的方式之一。简单多数票指的是，一个候选人获得的选票票数多于其他候选人、但往往没有超过总票数的二分之一。换句话说，如果一位候选人赢得 30%的选票，另一位候选人也赢得30%选票，第三位候选人赢得40%选票，那么，第三位候选人就赢得了简单多数票，成为获胜者。　　
19.预选选举(Primary election)
遴选参加某一公职竞选的政党候选人的选举。政府各级的选举都可以有预选，包括地方上的市长选举，选区内的国会众议员选举，全州范围的州长或国会参议员选举，以及总统大选。在"不公开的"("closed ")预选选举中，只有本党的注册党员可以投票。在"公开的"("open")预选选举中，作为合格选民的一个政党的人可以参加另一个政党的预选投票(这些人被称为"cross-over" voters，即"跨党"投票人)。总统预选选举在州一级举行，以显示各州选民希望让谁成为政党总统候选人。按照各州自己的法律，有些州的选民直接投票推选他们属意的候选人，有些州的选民则把票投给"保证"在党的提名代表大会上支持某一候选人的代表。那些安排在竞选进程早期举行的州预选，有时会带来始料未及的结果，使原来呼声甚高的竞选人失去势头，而本来知名度不那么高的竞选人实力激增。预选选举是与"预选会议"不同的一种预选方式。

明知没有得胜希望、但仍然投给第三党或某个小党的票，目的是表达对两个主要政党的候选人的不满。　　
21. 选区重划(Redistricting)
重新划分国会选区的地理界线(国会选区指各州内由联邦众议员代表的选区)。民主党和共和党都力争把握州政府重新划分选区的法律和政治机制──通常是通过对州议会的控制，因为在因人口变迁而需要对选区界线做出调整时，控制州立法机制的政党能够通过重新划分选区来加强自己的得票实力。

全美50个州形成非正式的六个区域。在总统预选过程中，区域化是指一个区域内的几个州把预选都安排在同一天举行，从而可以最大程度地发挥本地区对选举进程的影响。　　
23. 单一席位选区(Single-member district)
这是美国现行的联邦和州议员的产生办法，即每个选区有一个议员名额，竞选中获简单多数票的候选人当选。单一席位选区制意味着，在一个选区只能有一个政党获胜。与此相对的是比例代表制(proportional system)。比例代表制的选区范围相对大得多，每个选区有数名议员代表，并且是在同一次选举中按各政党的得票比例产生。

25. 抬轿人/抬轿子(Spin doctor/spin)
由竞选班子雇用的媒体顾问或政治顾问，专门用来确保让候选人在任何场合下都得到最佳宣传报导。例如，在两位总统候选人辩论结束后，双方的"抬轿人"都同新闻界联系，向记者指出他们的候选人在辩论中的优势，要让新闻界，进而要让公众相信，他们的候选人是这场辩论的胜利者。这种媒体顾问的鼓吹做法被称为"抬轿子 "。

除共和党和民主党这两个主导美国二十世纪政治生活的政党以外的任何其他政党。　　
27.选票分散(Ticket splitting)
在同一场选举中，把选票投给不同的政党。例如，把票投给投民主党的总统候选人和共和党的参议员候选人。这种不把选票完全投给一个政党的候选人的做法被称为"分散"选票。　　
28.社民会议(Town meeting)
民选官员或竞选公职的候选人与一批地方群众举行的气氛平等的非正式会议，与会者可以向官员或候选人直接提问。　
29. 跟踪调查(Tracking survey)
使候选人能够在竞选过程中随时了解选民情绪变化的一种民意调查方式。调查人在第一次调查中，连续三天晚上向人数相同的选民提问，例如每晚 400人，三晚共1200人。在第四天晚上，调查人再向另外400人提问，并将他们的回答输入资料库，同时删除第一晚的调查结果。如此循序不断，始终保持最近三天来1200人的反应。经过一段时间，选举班子可以对调查的全部信息进行分析，观察某些事件对选民态度产生的影响。
