根据《电讯条例》,电讯管理局局长须负责
管理本地电讯服务号码计划。为了有效地
为业界及所有服务用户划分及编配电讯服
务号码及电码,电讯管理局局长于2000年
9月发出经修订的《关于使用香港号码计划
(第106章)内的号码及短码的守则》,制订
了网络营办商及传呼服务营办商向用户分
配电讯号码及/或短码的准则。
确保遵从会计守则
电讯管理局于1995年发出会计手册,列明
电讯管理局局长就香港电话有限公司及另
外三家当时获发本地固网服务牌照的营办
商所制订的汇报及会计守则。年内,这些
营办商继续依照该会计手册汇报帐目。
根据本地无线及对外设施固网营办商一般
牌照条款第17条,营办商须遵从上述手册
订明的会计守则。这些营办商虽获豁免提
交报告,但电讯管理局局长仍可在有需要
时检讨有关情况,施加这项规定。由于网
络规模及市场占有率庞大,香港有线电视
有限公司(「有线电视」)亦须遵从该手册列
明的会计守则及提交报告的规定。
此外,电讯管理局局长将发出ffice:smarttags" />3G流动服务
传送者会计手册。该牌照的特别条件第七
条列明,3G流动服务传送者牌照持有人须
为不同的服务或商业活动,或不同的服务
或商业活动类型(全部均视作一种「业务」)
拟备独立帐目。该会计手册将为此特别条
件所指的「业务」作出详细说明,电讯管理
局局长已委聘顾问就「业务」的财务报告的
会计及成本计算守则提供意见。持牌人均
须遵守手册内列明的会计守则。

Measures to Curb
Misleading or Deceptive Conduct
The TA issued a set of new guidelines in May 2003 to
provide the industry with practical guidance on the
compliance with section 7M of the Telecommunications
Ordinance, which prohibits misleading or deceptive
conduct. The guidelines explain in detail how the TA will
enforce the provisions of section 7M and outline the
approach that the TA will take while forming an opinion for
the purposes of section 7M.
The TA issued the guidelines after careful deliberation of
the views collected from the industry during two rounds
of consultation held in January 2002 and January 2003
respectively.
Efficient Allocation of Numbering Resources
Under the Telecommunications Ordinance, the TA is
responsible for managing Hong Kong’s telecommunications
numbering plan. To enable efficient allocation and
assignment of telecommunications numbers and codes to
the industry and all end-users, the TA issued in September
2000 the revised “Code of Practice Relating to the Use of
Numbers and Codes in Hong Kong Numbering Plan (Cap.
106)”. The code laid down the guiding principles for
network operators and paging service operators in
assigning telecommunications numbers and/or codes to
customers.
Ensuring Compliance with Accounting Practices
The Accounting Manual was issued in 1995 to set out
the TA’s requirements in respect of reporting and
accounting practices for PCCW-HKTC and the other
three wireline-based FTNS licensees then licensed to
provide local FTNS services.
During the year, the operators continued to report their
accounts in accordance with the Accounting Manual.
According to General Condition 17 of their licences, the
local wireless and external facilities FTNS operators are
required to comply with the accounting practices
specified in the Manual. They are exempted from the
reporting requirement but the TA may review the situation
and impose the requirement when necessary. Hong
Kong Cable Television Limited (“HKCTV”), in view of its
network size and market share, is also required to
comply with the Manual in both accounting practices and
the reporting requirement.
The TA will issue an Accounting Manual for 3G Mobile
Services Carriers. According to Special Condition 7 of
their licences, the 3G Mobile Carrier licensees are
required to prepare separate accounts for the different
services or business activities or types of services or
business activities (each referred to as a “Business”). The
Accounting Manual will specify the Businesses for the
purposes of this Special Condition and the TA has
engaged consultants to advise on the accounting and
costing practices for financial reporting of the
Businesses. The licensees are required to comply with
the accounting practices specified in the Manual.
OFTA has played a significant role in cultivating an
environment that safeguards consumer interests.
Having opened the telecommunications market to
broaden service choices for consumers, OFTA
believes maintaining effective market competition is
the best way to continue protecting consumer
interests. Other measures taken by OFTA to protect
consumer rights include the introduction of full
number portability, authorisation of operators to
access common areas of private buildings for
installation of telecommunications equipment, and
publication of various codes of practice for the
industry to comply with.
Moreover, OFTA implements ongoing initiatives to
educate the public to make informed choices.

家于 1995 年加入市场的本地固网
营办商已于2002年12月达致向政
府提交的承诺书中的目标,令超过 58% 的
本地住宅电话用户可享有更多服务选择。
在 1999 年,三家新本地固网营办商,包
括和记环球电讯有限公司、九仓电讯有限
公司及新世界电讯有限公司向政府呈交承
诺书,承诺于 2002 年年底前扩大网络覆
盖范围,令至少50%的本地住宅电话用户
除了享有香港电话有限公司提供的全面服
务之外,至少有多一家电话服务供货商可
供选择,以换取政府将暂停批出新的本地
有线固网牌照措施延长至 2002 年年底。
正如上文所述,实际的住宅用户百份比已
超出承诺的目标。根据承诺书,该三家固
网营办商各缴付了 5,000 万港元作为履约
